The team is working to reduce large rocks in the area where a debris flow wiped out a 150-foot section of the roadway during a heavy rainstorm in January. The Caltrans District 5 Maintenance Blasting team is reducing large rocks on #Hwy1 near Rat Creek in #MontereyCounty. Rocks and trees continue to be removed daily where the highway was lost during recent storms. Jim Shiver, 77 of De Queen, says heâs never made an important decision in his life â but rather God made them for him. Long before he retired to De Queen seven years ago, Shiver had a long storied career in law enforcement. Having grown up with a stepfather that spent his career in the Navy, Shiver, in 1968, dropped out of a Southern California seminary school and joined the Marine Corps, a decision he said was made by God for him. He trained at Quantico, Va. as a specialist in small arms repair and graduating second in his class, he requested to go to sniper school, which he graduated from as well.  ....
