Property values in the city and throughout Sevier County increased during the most recent round of appraisals. The certified rate should keep property owners paying about the same total to the city.
State law requires that local governments complete regular reappraisals of property values, but provides protections to keep that from turning into an increase in the total taxes paid by property owners.
The certified tax rate, or âtruth in taxationâ law calls for cities and counties to hold public hearings before they approve a tax rate that would generate more revenues after a reappraisal â the same process they would follow for raising the tax rate.
The Sevier County Property Assessorâs office completed its latest round or reappraisals this year, with property values rising in all the cities as well as outlying parts of the county.
However, state law doesnât allow cities to use those appraisals as a backdoor tax increase. It requires them to either adjust the property tax so that it draws about the same revenues, or to go through the usual process for seeking a tax hike.
So this yearâs adjustment â from $.20 to $.16 per $100 of assessed value â should keep most property owners paying about the same rate.
The commission approved the rate as a temporary rate because the Sevier County Board of Equalization has still been reviewing appeals of the new property assessments.

SEVIERVILLE â Sevier County Schools are looking into a service to provide COVID-19 screenings at the schools next year for personnel and students.
The Sevier County School System expects to receive about $3.9 million for COVID-19 testing through a grant of federal funds that can be used toward salaries of nurses, supplies and updating the testing area where the screenings would occur.
Stephanie Huskey reported to the Sevier County Board of Education that MAKO Medical, a North Carolina-based company, has approached the system about offering the tests.
âThey are interested in helping us get tests. They will train our nurses,â Huskey said.

Workers were repairing the showroom at Rocky Top Jeep on Monday
after thieves took four cars from inside by driving through the
glass wall at the front of the dealership. The dealership was open
Monday, but the owners declined to comment on the incident.
KODAK A passing motorist spotted thieves running from the smashed front entrance of the Rocky Top car dealership on Winfield Dunn Parkway early Saturday morning, but they had fled with stolen cars before police arrived.
An incident report on the break-in at Rocky Top Chrysler Jeep Dodge shows the witness called 911 shortly after 5 a.m. Saturday, and told police he saw three people running through the front door and front window, which had been damaged.
