TNRD chair recommending third-party review of expenses


TNRD board chair Ken Gillis said the board did not know the extent to which spending occurred and called the amounts “surprising” and “somewhat distressing.”
“We have to do better, we will do better,” TNRD chair Ken Gillis said during a digital press conference on Monday.
The press conference followed
an investigation by KTW into spending at the regional district, which detailed more than a half-million dollars charged in five years to former TNRD CAO Sukh Gill’s taxpayer-funded credit card. The expenses included big parties, high-end restaurants, regular coffee shop visits, luxury hotels and expensive gifts.
Gillis took issue with classifying some TNRD events as “parties,” but admitted wine flowed freely at times. In addition, expensive tabs were uncovered amidst the expenses for Union of BC Municipalities convention events held by the regional district for networking purposes.  ....

TNRD mulls adding First Nations land acknowledgement prior to meetings


Electoral Area E (Bonaparte Plateau) director Sally Watson has put forward the motion.
“This is a practice at nearly every meeting I go to and every group I go to, except for the TNRD,” Watson said during the TNRD’s Feb. 18 board meeting.
The motion, however, was tabled by the board.
Ashcroft Mayor Barbara Roden suggested consultation with local Indigenous groups to ensure proper wording of such recognition prior to implementation.
Electoral Area B (Thompson Headwaters) director Stephen Quinn noted several First Nations throughout the regional district and questioned how that would be addressed. Sun Peaks Mayor Al Raine suggested legal advice on the matter. Kamloops Coun. Arjun Singh spoke against motions made on the fly, without notice. ....

SPENDING AT THE TNRD: Board chair calls it 'distressing' and 'excessive'


KTW reached out to some other regional districts for their CAOs’ credit card charges. The number of restaurant/coffee shop/food expenses charged by CAOs in various regional districts in 2019:
• Sukh Gill, Thompson-Nicola Regional District: 172 times.
• Robert Lapham, Capital Regional District: 17 times.
• David Sewell, Regional District of North Okanagan: 6 times.
• Carol Mason and Jerry Dobrovolny, Metro Vancouver Regional District: one time.

In a five-year period of total TNRD expenses for meals and accommodations claimed by all employees, 2018 featured the most $92,706. In 2018, TNRD CAO Sukh Gill charged a total of $41,125 on his regional district credit card as a result of visits by himself and others to restaurants, coffee shops, wineries, liquor stores and grocery ....
