The Affordable Care Act requires employers who sponsor self-funded health plans (including certain HRAs) to pay the Patient-Centered Outcomes Research Institute (PCORI) fee to the IRS.  The fee is based on the average number of covered lives under the plan and must be reported once a year on the second quarter IRS Form 720 and paid annually by July 31st.  For the 2021 payment cycle, the due date has been extended to August 2nd since July 31st falls on a Saturday. Although Form 720 is a quarterly form, for PCORI, Form 720 is filed once annually.
 
The PCORI fee was originally scheduled to expire in late 2019, but federal legislation passed in December 2019 extended the PCORI fee obligation for all plan years ending before October 1, 2029.  There was no change to the type of plan subject to the PCORI fee.  The government simply extended the original sunset date from 2019 to 2029.  ....

GoLocalProv | Health Plan Executive Compensation: Perspective from a Former BCBSRI Exec

Many of us saw the news last month about executive compensation at Blue Cross Blue Shield of RI (BCBSRI). The former CEO Kim Keck earned over $2 million in her last year at the helm. The reporting I saw linked the executive compensation and a BCBSRI decision (since changed) to end preferred coverage for COVID-19 in a way that implied the compensation was excessive.
I want to offer a different perspective.
In full disclosure, I worked at BCBSRI for four years and had an opportunity to see Kim and her leadership team up close and in action. When Kim came to BCBSRI, it was a health plan on the ropes, both financially and from a loss of membership perspective. She and her leadership team turned things around, stabilized the financials and increased membership. A big part of her compensation (according to the news coverage I read) was her bonus – one that’s arguably well-earned considering the turnaround she led. GET THE LATEST BREAKING NEWS HERE SIGN UP ....

The Equal Employment Opportunity Commission (EEOC) made the long-awaited announcement that this year’s EEO-1 collection would open on April 26, 2021, and close on July 19, 2021.
