It was unjustified for a police dog to bite a 14-year-old boy after he drove his friend s mother s car, the police watchdog has found.

The boy was staying at a friend s house in Cambridge in October 2019 when his friend, referred to as Y, took the silver Volkswagen Golf without her knowledge or permission.
Officers signalled for the vehicle to stop, thinking it was linked to the break-in of another vehicle, the Independent Police Conduct Authority (IPCA) noted in a decision today. ....

Use of police dog to bite fleeing teen driver not justified - IPCA

The 14-year-old was bitten as he ran away from the car he was driving in rural south of Hamilton two years ago.
The IPCA report noted the young person spent two days in hospital after being bitten on his leg by the dog.
It said the injury was severe and he may need skin grafts in future.
IPCA chair Judge Colin Doherty said the level of offending did not warrant a police dog being deployed to bite him.
While there was no issue with police using the dog to track him, the offending that he had possibly been involved in was not at a level that warranted a police dog being deployed to bite him, he said. ....

Use of police dog to bite boy's leg was unjustified, watchdog says

Police signalled the driver to stop and, when he did not, they started to chase the vehicle.
The chase lasted for 18 minutes and spanned over 30km, with the car reaching speeds of 150kmh in a 100kmh zone.
It ended when the young person drove down a dead-end driveway in a rural area south of Hamilton, spinning out and almost hitting a house.
He and his friend, who was in the front passenger seat, ran off into surrounding farmland.
Four other young people who were in the back seat were caught almost immediately.
An officer and a dog handler chased the driver and passenger through some paddocks before the driver was caught by the police dog and bitten. ....

Police shooting on Auckland motorway was justified - IPCA

A remand prisoner, who had escaped from Waitākere District Court two days earlier, suffered minor injuries after being shot in October 2018.
No one else was harmed during the incident.
The man, who was with another man sought for arrest, had fired a shotgun at police several times during the chase.
Two Armed Offenders Squad officers driving behind the fleeing car at high speed fired separate shots at the man.
The pursuit ended when the fleeing car ran out of petrol.
Judge Colin Doherty said the officers were part of a specialist team and understood the risks involved. ....
