Solana Beach budgets show post-pandemic projections

Later this month, the Solana Beach City Council will approve a two-year budget for the 2021-22 and 2022-23 fiscal years, with projections that map out a gradual return to normal after a year of cutbacks caused by the COVID-19 pandemic.
“We’re kind of in the same place we were last year at this time, just on the opposite end,” Ryan Smith, city treasurer, said during the May 26 City Council meeting, when council members began reviewing some of the projections.
“There is a little bit of uncertainty on where revenues are going to go,” Smith continued. “There are certain aspects of the economy that appear to be pushing revenues higher, and there are also some aspects that are suggesting to hold back a little bit.” ....

Solana Beach extends COVID-19 temporary use permits for businesses

The Solana Beach City Council unanimously approved the extension of a COVID-19 temporary use permit policy that has allowed restaurants to expand outdoor dining.
The policy will now be in place until Jan. 1, 2022, or until statewide emergency public health orders are lifted. It was set to expire at the end of April.
“The literal lifelines that kept many of us afloat outside of (Paycheck Protection Program) loans was pick-up orders and outdoor seating expanding the premises,” said Tom van Betten, co-owner of the Saddle Bar.
He was one of the public speakers during the April 28 council meeting in support of the extension. He mentioned the possibility of embracing more space for outdoor dining long-term in San Diego, similar to sidewalk cafes that are common in Europe. ....

Local leaders help bridge vaccine equity gaps in Solana Beach's Eden Gardens neighborhood

North County communities have some of the highest COVID-19 vaccination rates in San Diego, but ensuring the shots are available to everyone eligible has been more of a challenge for neighborhoods that face a digital divide, language barrier or other obstacles.
A few local leaders have tried to bridge those gaps in Solana Beach. Lisa Montes, a fourth-generation resident of the city’s La Colonia de Eden Gardens neighborhood, said people “don’t realize that there is a need in Solana Beach,” a coastal enclave more associated with its affluence.
February and March vaccination clinics at a park in Eden Gardens, the center of the city’s Mexican community, helped about 60 local residents receive their shots. Those clinics were followed up by efforts to help residents get vaccinated at the nearby Del Mar Fairgrounds superstation if they had trouble scheduling or getting to appointments on their own. Another clinic in Eden Gardens is scheduled for this weekend to ....

Solana Beach to move forward with Community Grant Program for 2021-22

The Solana Beach City Council unanimously agreed to move forward with its Community Grant Program for the 2021-22 fiscal year, and to provide an extension for recipients of the 2020-21 program.
The grant program provides funds to local nonprofits and other organizations that provide services or projects that contribute to the community. The city has $25,000 allocated for the program in the 2021-22 budget.
The extension would provide last year’s grant program recipients more time to spend any remaining funds on projects or services that may have been on hold because of the COVID-19 pandemic.
Solana Beach City Councilman David Zito said the city should check to see if applicants for the next fiscal year’s program have any remaining funds from last year’s program. ....

The Clean Energy Alliance is thinking about offering a plan aimed at low-income residents and small businesses, although it would provide a smaller percentage of renewable energy.
As one of the newest Community Choice Energy programs, which offer residences and businesses more clean energy at slight discounts compared to their traditional utility providers, the CEA is scheduled to begin serving customers in May in its three member cities of Del Mar, Solana Beach and Carlsbad. ....
