City paid $60K in one tasing suit; another complaint seeks up to $1 million against Craig Police

Grayson Dennis will be seeking as much as $1 million in compensation for his physical injuries resulting from a tasing incident involving three Craig police officers, significantly higher than what the city paid another plaintiff making similar claims.
The city of Craig agreed to a $60,000 settlement with a man who sued two of its police officers in July 2020 over a tasering episode in July 2018, though the agreement noted the payment “is not to be construed as an admission of liability by the defendants.”
The agreement also said “neither the Incident nor Lawsuit shall constitute evidence of a pattern or practice of peace officers depriving a person of his or her civil rights under the federal and/or state Constitution.” ....

Craig settles one excessive force suit, while another moves forward

The city of Craig in January settled a lawsuit alleging excessive force against two officers over a 2018 tasing incident, the second civil rights complaint of its type filed against police force members since July.
Croix Orona’s federal complaint didn’t attract the level of publicity generated by another lawsuit with video exhibits of officers tasing a man purportedly experiencing a mental health crisis at his residence on Feb. 18, 2020.
The civil lawsuit by Orona, however, cast police in a similar light as the three officers being sued by another local resident, Grayson Dennis: law enforcement allegedly escalating a matter by tasing and hurting an individual at his residence. For its part, the city maintained in court filings its officers acted in good faith during the Orona incident, and in the case of Dennis, the police deployed the tasers in reaction to his “acts and conduct,” according to court filings. ....

Numerous executive sessions unusual for Craig City Council


In the last two years, Craig City Council has found itself behind closed doors from the public in executive session 14 times out of 58 total city council meetings.
Of those 14 times, a majority of the executive sessions have dealt with council receiving legal advice on a civil suit from a local man against the police department for excessive use of force, while others have dealt with personnel matters, according to the last two years of council packets dating back to January 2019.
It is unclear if the three most recent executive sessions from Feb. 9, 2021 may have had a hand in Craig Police Chief Jerry DeLong’s reported resignation. City Manager Peter Brixius said DeLong submitted his resignation on Feb. 8, but one of the executive sessions was “to discuss City Attorney recommendations regarding use of force and implementing policies and practices to reduce liability.” ....

Councilors award two bids totaling nearly $163K to Craig Police Department for equipment


The Craig Police Department will receive four new patrol vehicles and a new records management software in the coming months following two bid approvals for the equipment by councilors Tuesday night.
Councilors unanimously approved a $125,873 bid to Victory Motors for four new four-door, four-wheel drive short-bed pickups for the patrol division, and unanimously approved a roughly $37,014 bid to EForce for a new records management software. In total, the two bids came out to about $162,887..
According to Craig Police Chief Jerry DeLong, the four new trucks will replace four vehicles over 10 years old within the patrol division.
Craig Police Capt. Bill Leonard stated that the patrol vehicles usually have to be replaced every decade, or 90-100,000 miles. ....
