Craig settles one excessive force suit, while another moves forward

For the Craig Press
The city of Craig in January settled a lawsuit alleging excessive force against two officers over a 2018 tasing incident, the second civil rights complaint of its type filed against police force members since July.
Croix Orona’s federal complaint didn’t attract the level of publicity generated by another lawsuit with video exhibits of officers tasing a man purportedly experiencing a mental health crisis at his residence on Feb. 18, 2020.
The civil lawsuit by Orona, however, cast police in a similar light as the three officers being sued by another local resident, Grayson Dennis: law enforcement allegedly escalating a matter by tasing and hurting an individual at his residence. For its part, the city maintained in court filings its officers acted in good faith during the Orona incident, and in the case of Dennis, the police deployed the tasers in reaction to his “acts and conduct,” according to court filings. ....

Craig city manager accuses former chief of 'disparaging remarks' in email

After accepting the resignation of former Craig Police Department Chief Jerry DeLong on the afternoon of Tuesday, Feb. 9 around 3 p.m., City Manager Peter Brixius rescinded a separation agreement with the former chief two days later.
Brixius cited disparaging remarks allegedly made by DeLong, according to emails provided to the Craig Press through a Colorado Open Records Act request.
On Feb. 10, the city through Brixius approached DeLong with a separation agreement, stating that the city would pay the former chief two months’ aggregated salary beginning March 1, 2021, and would allow DeLong to continue health insurance coverage for himself and his family as currently exists during the two-month period during which he would receive severance pay. ....

Numerous executive sessions unusual for Craig City Council

In the last two years, Craig City Council has found itself behind closed doors from the public in executive session 14 times out of 58 total city council meetings.
Of those 14 times, a majority of the executive sessions have dealt with council receiving legal advice on a civil suit from a local man against the police department for excessive use of force, while others have dealt with personnel matters, according to the last two years of council packets dating back to January 2019.
It is unclear if the three most recent executive sessions from Feb. 9, 2021 may have had a hand in Craig Police Chief Jerry DeLong’s reported resignation. City Manager Peter Brixius said DeLong submitted his resignation on Feb. 8, but one of the executive sessions was “to discuss City Attorney recommendations regarding use of force and implementing policies and practices to reduce liability.” ....

Craig chief of Police resigns, effective March 1, city says

Jerry DeLong was appointed Craig chief of police in February 2018.
Craig Chief of Police Jerry DeLong submitted his letter of resignation this week, according to City Manager Peter Brixius.
According to Brixius, DeLong’s resignation will be effective March 1.
News of the resignation came Thursday, with the three-year chief stepping down from the department, of which he was a member for 35 years total.
“We wish Jerry well,” Brixius said. Brixius later declined to comment further on the move, stating personnel matters within city employment are confidential.
When asked for comment Thursday afternoon, DeLong declined, stating that his legal representation has advised him not to comment on the issue. ....
