As of this week the legislature still aims to finish their work by May 22 although it remains to be seen how the negotiations between Governor Phil Scott and Democratic leaders in the House and Senate will play out. Secretary of Administration Susanne Young sent a letter to the House Appropriations Committee this week outlining the governor’s position on the Senate version of H.439. The memo indicates the governor cannot support the bill unless significant reallocations of American Recuse Plan Act (ARPA) funds are made.
The governor’s position is that ARPA funding was used in the Senate version of the budget for programmatic and ongoing appropriations that in his opinion should be funded with General Fund dollars. The letter from Secretary Young outlines the specific changes the governor is requesting relating to economic recovery, climate change, clean water funding, housing, broadband deployment and other sections of the budget. ....

MONTPELIER â To this point, the focus of revamping the state pension systemâs governance and benefits to address its multi-billion dollar unfunded liability has been squarely on the House Government Operations Committee and on House Speaker Jill Krowinski, the lawmakers who took up the complex and emotionally charged issue.
Thatâs about to change.
The House Appropriations Committee on Tuesday signed off on H. 449, a bill which proposes expansion of the Vermont Pension Investment Committee and a Pension Benefits, Design and Funding Task Force that will address ways to fill the the unfunded liability gap. The Government Operations Committee passed the bill last week. ....

Committees OK language change to allow extra check of corrected tax forms

MONTPELIER â The state House of Representativesâ two financial oversight committees on Tuesday supported a language change that will allow the state Tax Department to share data with the Department of Labor to make sure corrected tax forms being sent to some unemployment claimants are, in fact, correct.
But members of the House Appropriations and Ways & Means committees also sought assurances the error that resulted in thousands of incorrect 1099-G forms being sent to the wrong address â including othersâ personally identifiable information â wonât happen again.
The language is being attached to the annual Budget Adjustment Act, which has already passed both the House and Senate. That bill is due to be taken up for a concurrence vote by the House on Wednesday. ....
