The Armstrong County Commissioners are donating $15,000 of the $100,000-plus needed to pay to open five locks on the Allegheny River in Armstrong County for recreational boaters on summer weekends. The Allegheny River Development Corp., a nonprofit group of boaters and river supporters, contracts with the U.S. Army Corps to open five locks in Armstrong County for recreational boating on weekends in the summer. In the last decade, the Corps cut hours at Lock 5, Buffalo Township, and closed Locks 6 through 9, from South Buffalo to Madison Township, to recreational boats. ....

The U.S. Army Corps of Engineers work plan for fiscal year 2021 includes a $22 million jump on upper Ohio River lock projects, while funding remains stable for the Allegheny River locks operations. The work plan details how the Corps divvies up its money to its districts across the country, said Col. Andrew “Coby” Short, commander of the Corps’ Pittsburgh District. “The big news is the $22 million for the Upper Ohio navigation project, which allows us to ‘swing hammers’ with construction beginning to replace three locks, which are the oldest on the Ohio River,” Short said. ....

Two key pieces of federal legislation recently could shave off years waiting to start construction of the U.S. Army Corps of Engineers $2.6 billion upper Ohio River project. The project, still in the design phase, replaces a lock each at the Emsworth, Dashields and Montgomery locks and dams in southwestern Pennsylvania. Recent legislation the omnibus appropriations and COVID-19 relief funding package, and the Water Resources Development Act provides more than $1 billion in additional construction dollars over 10 years that should reduce the backlog of inland waterway projects, according to the Waterways Council Inc., a national public policy organization advocating for modernization of the inland waterways. ....
