In 1937, a freshman member of Congress from Norwich, former Rep. William Fitzgerald, led a successful effort to enact America’s first and only National Apprenticeship Act. After being signed into law by President Franklin Roosevelt, the Fitzgerald Act, as it is still known today, went on to buoy our nation through war and peace, boosting America’s economy and workforce by way of its Registered Apprenticeship system.
Fitzgerald was uniquely suited to spearhead this law. He started working in a Connecticut foundry as a teen and rose from the factory floor to the foreman’s office, then to commissioner of the Connecticut Department of Labor, mayor of Norwich, and member of Congress. In transcripts from his committee hearings, Fitzgerald described how as a 15-year-old he was exploited by unscrupulous employers, and passionately argued in favor of national standards in a Registered Apprenticeship Program to protect ....

I write in response to David Collins to state clearly and definitively that, while he has repeatedly shown his bias against the Connecticut Port Authority and our initiative at the State Pier in New London by writing misleading and untrue statements, I have consistently provided accurate information and fact.
I point to a particularly egregious example when he targeted me on Jan. 6, 2020. His column claimed that I lacked the authority to chair the CPA board. I held an ex-officio seat as deputy commissioner of the Department of Economic and Community Development, and I had recently announced I was leaving state service. In fact, my resignation wasn’t effective until Jan. 7, and my letter of appointment by the governor to a vacant board seat had already been prepared to enable my continuity on the board beginning that same day. ....

It’s with great pleasure that I write the newspaper to not only refute disparaging information provided by David Collins’s column Feb. 9 , but to also talk about the mud-slinging campaign he is waging against the Connecticut Port Authority and its members. It’s uncalled for and serves no purpose other than to undermine the efforts of the authority to rebuild State Pier for the betterment of all of Connecticut – not just New London.
But let me address his accusations and innuendo about my ownership of a 35,000-square-foot commercial building on Crystal Avenue in New London. I have owned that building since 1999, have paid my fair share of taxes, and employed as many as 50 people when I owned a machine shop that I relocated from Essex. To read about Collins accusing me of a conflict of interest by sitting and voting on the port authority makes my blood boil. ....
