SPRING VALLEY The Otay Water District is looking for young artists to enter its annual “Water is Life” poster contest for students who live in the district’s service area. Students from kindergarten through 12th grade can win prizes for depicting the importance of water through original illustrations on posters. The district will select six winners based on the theme, originality, and visual and word clarity. Otay will also enter those works of art into a second contest held for water agencies throughout Southern California run by the Metropolitan Water District. Metropolitan will select from among the best artwork around the county through other contests to feature in its 2022 “Water is Life” calendar, a traveling art show and graphic art materials. ....
ESCONDIDO State corrections officers on Wednesday arrested a man in Escondido who last month walked away from an inmate firefighting camp in Riverside County, authorities said. Escondido police helped in the Wednesday night arrest of 26-year-old Marquiz Dunn, who had walked away March 29 from the Bautista Conservation Camp southeast of Hemet, according to officials with the state Department of Corrections and Rehabilitation. After taking Dunn into custody around 9:50 p.m. Wednesday at an Escondido residence, authorities took him to Richard J. Donovan Correctional Facility in Otay Mesa, corrections officials said in a news release. Prosecutors in Los Angeles will determine whether to file criminal charges related to the escape. ....

Donovan Deaths This is the first of a two-part investigation into how the prison system responded to the COVID-19 pandemic and what led to the deaths of 18 people at Donovan state prison in San Diego. The crisis peaked four days before Christmas. San Diego’s only prison was teeming with COVID-19 infections. A fifth of the 3,500 people incarcerated were sick, and many were relocated to three large gymnasiums so staff could reach them quickly in an emergency. ....
San Diego MTS Sets FY22 Capex at $125MM MTS is allocating $28.5 million for new SD100 LRVs as part of the FY22 capital improvement program. The San Diego Metropolitan Transit System (MTS) Board has approved a $125 million capital improvement program for FY 2022, which includes $28.5 million for new SD100 light rail vehicles. The LRV funds will be added to $109 million in previous funding for Siemens SD100 fleet replacement. By 2025, 47 LRVs will need to be replaced at an estimated cost of more than $216 million, according to MTS. The agency operates three trolley lines (see map below) and 95 bus routes across 10 cities and unincorporated areas of San Diego County, Calif. Frequencies and spans have been restored to near-pre-COVID-19 levels, according to MTS. ....
