Ogdensburg tables resolution seeking state action on blighted psychiatric center buildings


OGDENSBURG — Following a lengthy discussion during the July City Council meeting on Monday night, councilors decided to table a resolution requesting the state take “immediate action” to address the various deteriorating buildings on St. Lawrence Psychiatric Center land.
Councilors shared concerns on the “strong” wording of the resolution and what kind of message it would send to the state and Gov. Andrew M. Cuomo, especially as another round of prison closures are expected to be announced some time soon.
In December of last year, days before Christmas, the state announced that three prisons would close March 1 of this year, two of which were in the north country — Watertown Correctional Facility and the Clinton Annex. Fourteen of the 20 state prisons and correction facilities closed over the last decade have taken place upstate, or north of Dutchess County. ....

15 shot, 8 stabbed: Philly's toll from another violent weekend


At least 23 people were injured — one fatally — from guns and knives during another violent weekend in Philadelphia.
According to police reports covering Friday night into Sunday night, 15 people had been shot and eight stabbed, including one man at a city jail. The toll was expected to grow.
Officials have been at a loss to explain the surge in gun violence that has the city on track to exceed the all-time high in homicides recorded in 1990 — 500. The city finished last year one shy of that record. As of the end of last week, the total was just over 190, up nearly 40% over last year at this time. ....

Councilmembers of Philadelphia’s Public Safety and Inmate advocates question the vaccination efforts of the Department of Prisons
The Covid-19 pandemic has put a spotlight on vaccination attempts being done by the Philadelphia Department of Prisons. This spotlight was shone at a Joint Committee meeting of the Philadelphia City Council on March 17 as they questioned the testing efforts of the prison department, as well as Covid-19 positivity rates in the prisons.  
 
Philadelphia Department of Prisons releases a daily census of positivity rates and mortalities. There’s about 1136 adult males in the Philadelphia Industrial Correctional Center (PICC) with COVID-19 according to the Department of Public Health’s website. In addition, there’s 32 juvenile males in Riverside Correctional Facility (RCF) with COVID-19. Curran-Fromhold Correctional Facility (CFCF) has the highest positivity rates in the PDP system with 2326 male prisoners with COVID-19.  ....
