Grant Shapps accelerates safety plans for smart motorways

No new smart motorways without a hard shoulder will open in England unless radar technology to detect broken-down vehicles is installed, Transport Secretary Grant Shapps has announced.
Mr Shapps also said that retrofitting the Stopped Vehicle Detection (SVD) system to the existing network will be accelerated by six months.
The action plan launched by Mr Shapps in March 2020 included a deadline of rolling out SVD across the entire network by March 2023, but this will now be completed by September next year.
There is growing concern over the safety of smart motorways - which involve the hard shoulder being converted into a running lane - due to several fatal accidents involving stationary vehicles being hit from behind. ....

All Lane Running motorway radar tech accelerated

Highways England has announced plans to install radar technology on all existing stretches of All Lane Running motorway by the end of September 2022.

The technology aims to improve motorway safety by allowing for quick detection of stopped or broken-down vehicles, and will be installed on every new All Lane Running (ALR) motorway as well as being fitted to existing motorways six months earlier than originally planned.
Further safety measures include the installation of special cameras 10 months earlier than planned, and 1,000 additional approach signs six months earlier than planned.
Highways England said that the report’s five-year data shows ALR motorways, which don’t have hard shoulders, to be one of the safest types of road in the country. Drivers on a conventional motorway were shown to be 33 per cent more likely to be involved in a fatal accident than ....

New smart motorways will not be able to open without additional safety measures to spot broken-down vehicles quickly, and existing smart motorways will receive the technology sooner than planned, the government has said.

The House will know that this government takes the safety of our roads very seriously and has invested heavily in improvements to help prevent deaths and injuries. Great Britain has some of the safest roads in the world and, although per hundred million miles driven there are fewer deaths on smart motorways than conventional ones, we are determined to do all we can to help drivers feel safer and be safer on our roads – all our roads.
In March 2020, I published a Smart motorway safety evidence stocktake and action plan. The safety improvements in the 2020 action plan consisted of a package of 18 actions, costing £500 million, including the rollout of radar-based stopped vehicle detection (SVD) technology across the All Lane Running (ALR) motorway network and an additional £5 million on national and targeted communications campaigns to ensure drivers receive advice to help them keep sa ....
