Veteran human resources director Susan Welbes is leaving The Woodlands Township after more than 22 years on the job. Over that time, the well-respected senior administrator has hired hundreds of township employees, including John Powers, William Pham, Fire Chief Palmer Buck and Karen Dempsey.
