Foster care abuse and how a Bay Area Agency responded to repeated complaints. A mother tells us the people in charge of protecting foster children left her 4yearold daughter in the hands of abusers. Investigative reporter vikki nguyen tells us tonight there were warning signs. And a word of caution some of the images you are about to watch are disturbing. Bruised, bite marks, like somebody trying to choke her. Reporter they are the pictures no mother wants to take. Images of unspeakable cruelty to her daughter, a 4yearold girl.
