Last Friday, House Speaker
Jill Krowinski (D-Burlington) ducked and withdrew her proposal, made 10 days earlier, for closing the enormous gap of more than $3 billion between what s on hand in the state s pension funds and what s needed to cover pensions for retired state workers and teachers in coming years.
Instead, she announced plans to appoint a summer task force to study the issue and recommend reforms to lawmakers in January. Of course, pension fund problems compound with time; waiting another year to fix them only makes matters worse.
So let s call this the midterm report card, or perhaps the end-of-semester assessment in a tough, two-year course. And by tough, I mean two things should be acknowledged: 1. It will be difficult to come up with a solution that no one will like but everyone will deem tolerable. 2. It absolut ....

David Ismay, an attorney and former senior official of the Massachusetts governor’s administration, is not, I assume, a well-known name in Vermont. However, he should be.
According to Vermont Daily, until Feb. 10, Ismay was the Massachusetts undersecretary for climate change (with an annual salary of $130,000) working from the Massachusetts Executive Office of Energy and Environmental Affairs. But for remarks in a video conference he allegedly made on Jan. 25, he had no choice but to submit his resignation to Massachusetts Gov. Charlie Baker.
To paraphrase what he stated before a group of Vermonters representing the Vermont Climate Council, “if you want to bring about a reduction in emissions, you will have to turn the screws on homeowners and older people, and break their will.” ....

Thirty-three years ago, when my family and I settled in Vermont, we thought about residing in Burlington. In many ways, Burlington was a mini-Boston, only more beautiful with majestic views of the Adirondack and Green Mountains, endless vistas across Lake Champlain, and home to a half dozen colleges.
Burlington enjoyed the success from nearby Essex Junction, the IBM facility, an international airport, and many other amenities. No wonder Burlington was acclaimed as one of the best small cities in which to live and retire.
In between then and now, Burlington found the time and money to develop a pedestrian-friendly shopping area, miles of biking and walking paths, a first-class waterfront visitor/marina, and just up the hill, a world-class medical research university and hospital. ....
