Infection control policies, set staffing schedules and protocols for staff training are among measures aimed at improving conditions at the Soldiers’ Home in Holyoke, hard hit by a COVID-19 outbreak last spring.
In a special joint oversight committee of the Legislature on Thursday, Health and Human Services Secretary Marylou Sudders told lawmakers that interim Soldiers’ Home superintendent Val Liptak and the team on site are taking a series of steps to make sure that conditions that contributed to the deaths of 77 veteran residents never recur. ....

Lawmakers continue to sort through Holyoke home tragedy


Health and Human Services Secretary Marylou Sudders believes that a lack of preparation and infection control protocols, rather than staffing issues or the background of the Holyoke Soldiers’ Home’s superintendent, was the biggest factor behind a tragic COVID-19 outbreak that struck the facility last spring.
Nurses who worked in the long-term care facility for veterans, however, do not agree.
Joan Miller, a member of the Massachusetts Nurses Association union and a registered nurse at the home, told lawmakers on Thursday that she thinks much of the suffering — at least 76 veteran deaths tied to a potent outbreak that hit in March 2020 — could have been avoided if state officials had hired someone licensed as a nursing home administrator to run the facility. ....

HOLYOKE Plans for a new, $300 million Holyoke Soldiers’ Home are coming into focus, nearly eight months after the coronavirus ravaged the patient population and sickened nearly 100 staff.
The outdated, cramped design of the nearly 70-year-old building, along with a shortage of staffing and leadership in over its head was partially blamed for the loss of 76 veterans to the disease. State officials were mobilized after the outbreak to send in emergency staff including the National Guard and other medical personnel.
During a special meeting of the Soldiers’ Home board of trustees Wednesday evening, a principal of the Payette Group made a presentation outlining in more detail its recommendations for a new facility. Scott Parker told trustees the design firm favors building a new facility on the existing footprint of the Cherry St ....

National Guard Col. Michael Lazo named acting superintendent of Holyoke Soldiers’ Home

HOLYOKE Soldiers’ Home in Holyoke trustees on Wednesday beat back an effort by state officials to name a new acting superintendent for the facility, instead voting unanimously to appoint their own pick.
National Guard Col. Michael Lazo, the new chief operating officer for the beleaguered state-run home for veterans, will replace outgoing interim administrator Val Liptak as she heads back to her post as CEO of Western Massachusetts Hospital on Dec. 20.
All seven board members voted to appoint Lazo during a special meeting. Lazo was an employee of Rhode Island Hospital assigned to the Holyoke Soldiers’ Home in response to COVID-19, according to his online profile. ....
