People were there because the state hospitals had closed. there used to be a lot more state mental hospitals. now there are five taking care of 7,000 people. there are 90,000 people in jails. of those 90,000 half have severe mental illness and not getting treated in jail. the state of california says we don t want people incarcerated anymore. i don t blame them. work release programs get them out of jail. but again with all the percentage of mental illness they get out without the care. dr. raven, ucsf head at the emergency room saying they come into the e.r. the other part the police officer didn t tell you. they go to the emergency room. we don t have anywhere to put them. they are here for 72 hours and there are no beds. they go back on the street and they aren t getting treated for mental illness. bill: the governor of california said he has a $15 billion in california. ....
