The federal Mine Safety and Health Administration, or MSHA, found Twin State Mining inc. caused section foreman Christopher Finley to drown at its Mine No. 39 in McDowell County on Aug. 18, 2023. The facility controlled by Cleveland-Cliffs Inc. had a significant history of safety and health violations.
