council member is saying she called 911 but on hold for 28 minutes. street racers took over a busy austin intersection saturday night. cars doing donuts at high speeds appear to come within close range of spectators. one car hitting a person. they also drag raced. some people throwing up the middle finger at police cars as they began to arrive. it shows a large mob of people forcing the squad car to reverse down a street. at some point video appears to show the large crowds aiming fireworks and setting them off in the direction of one police car. now some austin city council members say police budget cuts and department vacancies are to blame for this chaotic scene. city council member told the austin american newspaper she herself tried to call 911 for the street takeover but was on hold for nearly 30 minutes. another council member said
