Los Angeles residents are flocking to restaurants for the first time in two months as outdoor dining has reopened with tables set eight feet apart but with TVs banned in a bid to stop Covid spreading during the Super Bowl.
Hard-hit restaurant owners started welcoming diners back Friday after California state officials lifted the regional stay-at-home order this week and LA County officials said restaurants, wineries and breweries could resume outdoor dining.  
In November, officials banned all outdoor dining limiting eateries to takeout and delivery services only as cases, hospitalizations and deaths soared to record levels and hospitals ran out of ICU beds.  ....

The last two months saw busy activity concerning indoor dining in LA. As cases began to surge throughout the region, LA County rolled back outdoor dining for three weeks on November 25. A lawsuit by the California Restaurant Association and local restaurants followed, who hoped to block the ban.
But on December 2, L.A. County Superior Court Judge James Chalfant gave public health officials one week to make a data-driven case as to why restaurants should temporarily cease on-site dining. That early December period also saw considerably fewer coronavirus infection rates. As of December 29, the daily number of infected LA residents was 11,806. ....

L.A. restaurateur sues Newsom over outdoor dining ban


A Los Angeles restaurateur is suing Gov. Gavin Newsom in federal court, seeking to overturn a ban on outdoor dining implemented across vast swaths of California in an effort to slow the spread of the coronavirus.
The lawsuit was filed on behalf of the Pineapple Hill Saloon & Grill in Sherman Oaks. The owner, Angela Marsden, was seen in a viral video fighting back tears over the ban, which had forced the closure of her restaurant even as an outdoor dining area was set up by a Hollywood movie crew a short distance away.
The legal team, led by famed attorney Mark Geragos, seeks to overturn the ban, calling it an unconstitutional stretch of power by Newsom that is not supported by scientific evidence. ....

L.A. County appeals court’s order barring renewal of outdoor dining ban [Los Angeles Times]
Los Angeles County on Thursday appealed a judge’s decision that barred an extension of its temporary ban on outdoor dining, calling the ruling “plainly erroneous and directly contrary to governing law.”
L.A. County Superior Court Judge James Chalfant ruled last week that the county should not be allowed to continue the ban indefinitely and would need to provide a risk-benefit analysis to justify the restriction if it wanted to extend the ban beyond its initial three weeks, which ended Wednesday.
The Department of Public Health, which issued the order in late November, said the law is clearly on its side. ....
