Deputy Assistant Margaret Moscati said during a hearing on Monday that the state had decided not to extradite Nygel Joseph, 23, to New Jersey, where he faces unrelated charges. Joseph will remain in Connecticut to face racketeering, first-degree larceny, conspiracy to commit first-degree larceny, nine counts of conspiracy to illegally use a payment card, illegal trafficking in personal identifying info, animal cruelty and importing a dog without a health certificate charges, state prosecutors announced on Monday. ....
