May 09, 2021 LOCAL government units (LGUs) in Negros Occidental with triple-digit cases of coronavirus should implement granular lockdowns, Governor Eugenio Jose Lacson said on Sunday, May 9, 2021. This came after the Provincial Incident Management Team (PIMT) reported that there is heavy congestion of Covid-19 patients and returning residents at some LGUs. Dr. Gerhart Zeaphard Caelian, head of PIMT, reported that the EB Magalona Healing Center was being occupied by 179 Covid-19 patients, way beyond its capacity of 107. On the other hand, the Silay City Healing Center, which can accommodate 206 returning residents, who underwent swab tests upon arrival at seaports and the airport, was fully occupied after 150 returning residents from Manila were brought there in addition to the 106 who were already occupying the facility, Caelian said. ....

The request for another travel moratorium from the National Capital Region (NCR) and provinces adjacent to Negros Occidental was being mulled as quarantine facilities were in a critical stage. Travel moratorium from Manila to Western Visayas had been earlier observed from April 4 to 10 and extended from April 13 to 19. The move of Caelian for another travel moratorium was also supported by Mayor Salvador Escalante, who reported Thursday that more than 500 individuals were occupying their quarantine facilities in Cadiz City, as of this time. ....
SunStar + December 18, 2020 THE Provincial Disaster and Risk Reduction Division (PDRRMD) is bracing for the arrival of about 800 to 1000 locally stranded individuals (LSIs) and Returning Overseas Filipinos (ROFs) from Manila and Cebu on Sunday, December 20. Dr. Zephard Gerhart Caelian, PDRRMD head, said that because of storm signal number 1, which was hoisted over most of the Visayas, including Negros Occidental, their expected arrival will be delayed by a day , including those coming in via the Tabuelan Port, Cebu. Earlier, lawyer Rayfrando Diaz, provincial administrator, said a total of 600 LSIs are expected to arrive at the Bacolod-Silay Airport on December 21 via three flights. ....
