What that means is that money available through a certain fund can be used to fight the Opioid Crisis. The problem is, the fund that goes to Public Health emergencies is pretty much empty right now. So they have to go to congress and ask for money to fund the battle against the opioid addiction crisis in the United States. Were told the administration is looking to get up to a billion dollars to do that, but right now theres not money apparently in the fund to fight this.
