SCHENECTADY — The nomination of former Schenectady Deputy Corporation Counsel Christopher Marney to the city’s ethics board failed for the second time during Monday night’s city council meeting, but City Council President Marion Porterfield says she plans to submit Marney’s name for the board for a third time.

Schenectady Mayor Gary McCarthy signed a community benefits agreement with the Mohawk Harbor arena developers last Thursday unbeknownst to the city council, who debated the agreement that same night without the knowledge that the mayor had already reached a deal.
