be talking about the state of global trade head into 2019. live coverage here on c-span2. we expected to start shortly. to the peterson institute for national economics. i m fred bergsten, the director, now director emeritus and senior fellow and happy to host today s session for every close and dear old friend alan wolff. alan wolff as all of you know is now deputy director general of the world trade organization, has been for a little over a year. this comes after a very distinguished career in government and in the private sector. allen was one of the world s leading international trade lawyers for many years, having in fact, prosecute some of the most pathbreaking international trade cases in the history of the gatt and the wto going back to kodak fuji, semiconductor cases and a whole variety of other literally landmark international legal decisions. alan was the deputy u.s. trade representative in the u.s. government way back in the carter administration when he was on
thank you for your reminder for the trade, peace and the like and the challenges they laid out. that you instituted. your $90 trillion number is staggering but is worth assessing. we did a study a year ago and updated our study on the impact of globalization on the us economy. not only do we gain $2 trillion a year, but going all the way to a simple market could gain the us and other half $1 trillion a year. we will take another look. all those things were great. let me ask one or 2 questions from the audience. i m sure there will be a lot of questions. you quite rightly said that the us/china consultation is at the heart of the reform question. reform of the wto. elaborate a little bit on how you think that part of the reform process might work out. we know the basic issues between the us and china and china and maybe the rest of the world trading system. the subsidy issue. can we build on the subsidy code you and i had a role in

[applause] and to now, the chairman of the u.s. capital historical society and a former member of congress from missouri will offer a toast to the committee and then we will have dinner. before i offer the toast this evening, i want to give a brief history, a very brief history, of the committee. but i want to step set the record straight first. jim was not only the ranking member, but he was chairman of this committee. [applause] it was 226 years ago and 10 days from now that this committee was created in 1789. it s responsibility is for a clear, to raise money to pay for the government. the newly signed constitution, as we all have studied, declare that all laws to raise revenue must originate here in the house of representatives. for the first two months, that is exactly what happened. the committee drafted and considered bills to impose tariffs and taxes. but a turf battle arose. a magic, a turf battle in washington. that is unheard of. this one arose between
