New Jersey Herald A state judge in Sussex County on Thursday found a Dover man not guilty by reason of insanity in a carjacking last summer that led to a multiple police response across two counties and ended in a crash in Rockaway Borough. Cyprian Luke, whose violent arrest in Dover two years ago went viral and led to a state investigation, hears demonic voices that threaten him and believes others, including police officers, are out to harm him, Judge Louis Sceusi said during a virtual court hearing on Thursday. Sceusi referred to three doctors reports when he made his decision to find the 21-year-old Morristown man not guilty by reason of insanity on charges of carjacking and attempted carjacking. Rather than serve prison time on the charges, Luke will be under the care of the state Department of Health, which will determine whether he requires hospitalization for mental health. ....
Fullman was charged by police and those counts reaffirmed by a grand jury in a second indictment on May 13. She is facing charges of sexual assault and two counts of endangering the welfare of a child. One of the charges accuses her of taking nude photos of the teen. While it still remains unclear what Fullman s intentions were at the time of the stabbing, Sussex County Superior Court Judge N. Peter Conforti pondered if Fullman had planned to have Rogers and the teen meet. Fullman was with Rogers when she contacted the teen and told him to meet her so she could return a pair of headphones. Rogers attorney, Thomas Militano, said Rogers and the teen have history, with the two having been in a prior fight. ....
BYRAM TOWNSHIP, N.J. â The 16-year-old boy allegedly involved in the murder of a Fort Drum soldier in December is accused of pointing a gun at the victimâs head while he and another soldier drove him more than four hours to a wooded area in northern New Jersey before the victim was shot in the head. The teen and another Fort Drum soldier, Pvt. Jamaal Mellish, 23, are accused of abducting Cpl. Hayden A. Harris, 20, in Glen Park and driving him some 270 miles in the corporalâs 2017 Chevrolet Silverado pickup to Byram Township, N.J., after the soldiers had apparently argued about swapping vehicles. ....

A judge could technically sentence D Angelo to life in prison on the charge but prosecutors offered the negotiated plea down from a mandatory 25-year term for reasons not immediately disclosed. Because of the heavily negotiated plea offer, D Angelo is statutorily barred from serving any less than 15 years, Kabse said. D Angelo, who was alert and compliant during the hearing, has no prior criminal history and suffers from a heart condition and lipedema in his leg, which causes swelling, his defense attorneys have argued. D Angelo has remained in the Morris County jail since his arrest, despite his ailments. He will undergo a psychological evaluation to determine if his conduct was repetitive and compulsive and if so, he could serve part or all of his prison term in sex offender-specific treatment at the Adult Diagnostic and Treatment Center in Avenel. ....
