In a joint congressional hearing on reported illegal STL operations in various parts of the country, Garma showed softening in her defense of STL operations, particularly that of the Sahara Games that has been the object of numerous complaints from political leaders in Isabela.
Apparently vowing to pressure from lawmakers, Garma said complaints against Sahara Games will be investigated, saying that PCSO’s recommendations will be made known within ten days, instead of 30 days as she previously declared.
Prior to congressional hearing on Monday, March 1 that was conducted by the House Committees on Games and Amusement and on Good Government, Garma rejected demands from lawmakers to shut down Sahara Games’ operations in Isabela, saying that Malacanang, not her, has the authority to make such decision.

Ordered to temporarily close its small town lottery (STL) operations in Isabela, an official of the Philippine Charity Sweepstakes Office on Tuesday, February 16 said they will be forced to defy lawmakers unless specifically ordered by the Office of the President to comply.

PCSO General Manager Royina Garma stood her ground during a joint congressional inquiry conducted by the House Committees on Good Government and Accountability and on Games and Amusement, pointing out that since the state-run lottery firm is under the OP, she cannot follow what the joint panel wants her to do.

Isabela Governor Rodito Albano on Monday said he supports the move among lawmakers of the province to call for a congressional inquiry into the operations of the Small Town Lottery of the Philippine Charity Sweepstakes Office notwithstanding the still unresolved legal issues raised against it.

Albano said lauded the province’s congressmen for their initiative in prioritizing the welfare of their constituents and local government units as they questioned the STL operations in Isabela.
Last week, Isabela 6th District Rep. Faustino “Inno” Dy said lawmaker representing the province have called for an investigation into the STL operations, noting that legal issues surrounding the PCSO’s 2020 STL Revised Implementing Rules and Regulation have yet to be resolved.
