about how the talks fell apart, it becomes more and more clear why they fell apart in the first place and how this led to the second shutdown in months. much of it comes down to work rules, and that s where this disagreement spins offer the rails. the walk-out left hundreds of thousands of bart riders looking for alternatives and wondering what went wrong. the bargaining, bart sort of did what we call a switch. reporter: pete, spiu says there was economics and language to protect you in situations of how work is assigned, to protect people around health and safety, around preventing sexual harassment, nepotism, favoritism, and practices to insure that that happens. bart completely wanted to dismantle that. reporter: he called it a poison pill that blew up the talks after a marathon session. they still can t even agree on that. how they can think this is a surprise is simply not credible. reporter: according to bart they would like to bring their technology up-
this man would allow to us reach an agreement without going back to the bargaining table and allow us to end the strike immediately monday signing. that new plan they claim could end the bart strike. we re going to have more on that proposal in just a moment. you but first no, bart means no luck for anyone hoping to get out of san francisco quickly this evening yes. one option for commuters has been the ferries. this is a live look at the line as long embarcadero in san francisco. now, san francisco bay ferry says ridership more than doubled this morning to 7100 passengers. now, you can imagine it s been hectic afternoon at the temporary trance bay terminal south of market. a lot of people are waiting in line skyway leaving san francisco is a mess. usually is this time of the day. strike or no strike. you can see it looks worse than ever. it appears to be moving slower than usual. and this is a street level view of the drive home live from our cell 7 technology. it

[ screaming in the background ] unions decided to if they wanted to take the money that was on the table, but not the work rules that were on the table. the thing that was amazing is they put these issues on the table that for six months we were never told these were primary issues. we reach a a an economic framework, we move to their direction on pension, we move to their direction on healthcare, we lowered our wage proposal, and then all of a sudden these issues that weren t discussed at the table are deal breakers by the district. reporter: now, the union has offered to take the work rules issue to an arbitrator. bart says if we re going to an arbitrator we re taking the whole package and letting the arbitrator decide on the pay and benefits, too. that is the impasse we are at today. again, no new talks scheduled at this hour. both sides say they are willing to talk. i m anne makovec live in oakland. let s check in with mark kelly because the real story th
