Have i want to remind my colleagues once again that this is a tax markup. We have had quite a bit of discussion about the individual mandate and what that might mean for the impact. The individual mandate is part of the tax code. It is well within the intended scope of the market. To rule any amendments that go beyond changes to the Internal Revenue code nongermane. I will rule in nongermane amendments that would put the modified market out of compliance with the committees reconciliation instruction. That we will proceed to the consideration of amendments. We will begin by debating to amendments proposed for 20 minutes. After which we will vote on both amendments. Once we have voted on those we will call on to more amendments proposed by the Ranking Member for 20 minutes and vote on those as well area well. We will see where we are. And youre turning around and cutting 185 billion from the same people then youre cutting i believe 179 billion from medicaid. Now, im pretty sure those people dont make 50 now dollars a year. So youre cutting 364 billion. There are no cuts to medicaid in this bill. I beg your pardon . Im reading off of the cbos form. 179 billion in medicaid subsidies. Thats where the money is coming from. Where do you think the 300 billion is coming from . Is there a fairy dropping it on the senate . The money youre spending is coming out of medicaid to people that make less than 50,000. Youre trying to shop this like youre giving a 43 billion savings . Just so you know cbo, thats people who are leaving medicaid. Mr. Chairman and what they estimate is going to happen. You have spending 318 billion to make tax cuts for corporations permanent. That money is coming from the very people you say youre saving by eliminating 43 billion in tax penalties. The tone of our discussion this morning or this week. Because i think it has been a real problem. As ive said, i dont begrudge anyone for holding a passionate viewpoint on any issue. And i dont doubt my colleagues various colleagues sincerity in any views express or votes they take. But for the committee to operate, we need to be respectful and allow the debate to unfold in an orderly fashion. Members are of course, free to disagree about any issue. But no one should interrupt another member or shut down the other side or impugn their colleagues motives on substantive or procedural disagreements. In my opinion we saw quite a bit of that yesterday and some of it was pretty inflammatory. As for myself, i can take it. I can guarantee that in my 40 years in the senate, 40 plus years in the senate, ive been called worse names than anyone on this committee would come up with. But for the good of the committee, i want to urge my colleagues to dial back the rhetoric and turn down the volume of ....

Today were going to consider our chairmans mark as modified. Having extensive questioning and discussion of amendments last night. Admittedly things were a little chaotic at the outset and i know tensions ran high. Were going to improve the process and communication today and hopefully make things move a little more smoothly. With that issue addressed, id like to say a few words about the tone of our discussion this week. I think it has been a real problem. As ive said, i dont begrudge anyone for holding a passionate viewpoint on any issue, and i dont doubt my various colleagues sincerity.
