American peoples money on this impeachment, theres so many other important things that are going undone. Within this committees own jurisdiction, we should be addressing the opioid epidemic. We could be working together to find a solution to our immigration and asylum challenges on our southern border. We could be protecting americans from having their intellectual property and jobs stolen by chinese companies. And we could be enhancing Election Security just to name a few things. And congress as a whole could be working on rebuilding our crumbling infrastructure. Providing additional tax relief to the nations middleclass families and providing additional security to our people here at home and abroad. Instead, here we are spinning our wheels once again on impeachment. What a waste. The American People deserve so much better. I yield back. Gentleman yields back. Mr. Cohen ....

And the controlling law. Use of an obstruction theory from the Mueller Report would be unsupported, unsupportable in the house and unsustainable in the senate. Do you remember writing that . Yes, i do. Why did you write that . Because i think its true. The fact is that this was reviewed by main justice. The special counsel did not reach a conclusion on obstruction. He should have. I think his justification quite frankly was a bit absurd on not reaching a conclusion. But the attorney general, Deputy Attorney general, did and they came to the right conclusion. I dont think this is a real case for obstruction. But then this body would be impeaching the president on the basis of the inverse conclusion. I dont believe it would be appropriate. The gentlemans time has expired. Ms. Dean. Thank you, mr. Chairman. Words matter. In my earlier life, professors, i was a professor of writ ....

Did commit an impeachable abuse of office. professor karlan, same question. same answer. and professor garhart, did president trump commit the impeachable high crime and misdemeanor of abuse of power? we three are unanimous. the three law professors supporting impeachment now repeatedly cited specific points of evidence in making their case. jonathan turley never cited evidence in his repeated urging that congress slow down in its gathering of evidence. stanford law professor pamela karlan to went out of her way to cite what she thought was the single most damning line of testimony in the impeachment inquiry. i spent all of thanksgiving vacation sitting there reading these transcripts i ate like a turkey that came to us in the mail that was already cooked because i was spending my time ....

Republicans seem to have taken is we really don t need an impeachment power, we ve got an election every 4 years. and i thought that noah feldman and pam karlan and mike garhart the reason the framers put in an impeachment power is we might someday have a president who s such a demagogue and so inattentive to the law and the rule of law that it would be dangerous to wait for the next election. that s why we have the impeachment power. and i think this is the time we need to use it. i want to take a look at an exchange with congressman and jonathan turley in which jonathan turley does not disagree that previous presidents in the impeachment process have been much more cooperative with the process. let s listen to this. we know as we count these examples, that president nixon did in fact allow his chief of staff and his chief counsel to testify, and this president has ....

And those of us that are in the swamp are doing our very best for the american people but it s not pretty. actually, i live in an ivory tower in a swamp because i m a gw. and it s not so bad. i yield back. gentleman neeyields back. ms. bass. thank you very much. i want to thank the witnesses and i don t believe the people s house is a swamp. president nixon was impeached for abuse of power because his conduct was quote, undertaken for his personal, political advantage and not in furtherance of any valid national policy objective. president garhart, why was it significant that president nixon acted for his personal, political advantage and not in furtherance of any valid national policy objective? it s primarily significant because acting on for his own personal benefit and not for the benefit of the country, he has crossed a line. the line is very clear. ....
