The outgoing vice-chancellor of Rajshahi University has violated the constitution, university law, and a government embargo by appointing 137 teachers and staffers on the last day of his office, found a probe committee.
RU VC Prof M Abdus Sobhan was involved in a punishable offence , said the probe committee members and education ministry officials.
The probe report that was submitted to the top officials of the Secondary and Higher Education Division yesterday also recommended imposing a ban on the overseas travel of Sobhan.
We have submitted the probe report, probe committee chief and University Grants Commission Member Prof Muhammed Alamgir told The Daily Star yesterday. He refused to make any further comments. ....

Outgoing Rajshahi University Vice Chancellor Prof M Abdus Sobhan violated a ministerial embargo by appointing 137 teachers and staffers on his last day in office yesterday, giving rise to daylong chaos and clashes on the campus.
After news of the recruitments leaked around noon, a clash ensued between leaders and activists of RU Bangladesh Chhatra League (BCL) who went to the campus to receive appointment letters and a city unit BCL group, which opposed the recruitments.
Shortly afterwards, the education ministry termed the recruitments illegal and formed a four-member committee headed by University Grants Commission member Prof Muhammad Alamgir to investigate the VC s action. ....

Ex-RU VC's Tenure: Recruitment rules violated freely

The education ministry termed Thursday s recruitments illegal.
According to records, 52 teachers and 191 other employees were recruited in the four-year tenure of Prof Sobhan.
Several senior teachers of the university said the situation was created due to gross violation of the Rajshahi University Act 1973, which makes it mandatory to appoint the VC from a panel of three individuals nominated by the Senate.
Instead of following the rules, VCs are being appointed through executive orders, Prof Abu Naser Md Wahid told The Daily Star.
Such orders are the result of serious lobbies by individuals affiliated to political leaders. Once appointed, the VCs remain loyal to the leaders who lobbied for them. This is how the corruption starts, Prof Wahid said. ....

The government has launched an investigation into alleged irregularities by Professor M Abdus Sobhan, the outgoing vice-chancellor of Rajshahi University.

The education ministry formed a four-strong committee on Thursday after clashes over mass recruitments by Prof Sobhan on his last day in office that the government said were illegal.
Police escorted him out of the campus in the afternoon to his home in the Rajshahi University Housing Society amid clashes between groups of Bangladesh Chhatra League, teachers, employees and job candidates.
Prof Muhammad Alamgir, a member of the University Grants Commission, is heading the investigation. The other members of the committee are Dr Md Abu Taher, member, UGC; Dr Md Zakir Hossain Akhand, joint secretary, Directorate of Secondary and Higher Ed ....
