Experts urge governors to focus on IGR, not federal allocation

Public finance experts and business analysts have urged various state governors to focus more on Internally Generated Revenue (IGR) than to be relying on the Federal Government monthly allocation to fund their states.
They also urged them to be transparent in their fiscal activities and accountable to people.
This was a summation at a monthly round table organised by the Centre for International Advanced and Professional Studies (CIAPS) in Lagos and tagged, “Fiscal Transparency, Accountability and Sustainability of Nigerian States.” ....

The Federal Government’s criticism of Transparency International (TI) over the country’s poor ranking in the latest Corruption Perception Index notwithstanding, some legal practitioners are worried by the country’s worsening anti-corruption credentials, an ugly development, which they want all and sundry to join forces to tackle.
In the latest ranking, Nigeria dropped three places, and also garnered lower scores in a number of areas than the 2019 record. This indicates that corruption is perceived to have worsened in the country within the period under review. Consequently, a jolted Federal Government accused the Berlin, Germany-based outfit of releasing “sensational and baseless rating on Nigeria and the fight against corruption.” ....

If one lesson comes clear from 2020 it is that democracy is in deep crisis in Nigeria where questions abound about the state of the social compact between the people and those who lead and personify the state. Impunity seems so rife the youth mounted peaceful protests on police brutality and were greeted with bullets from the army; people feel the benefits of good governance are eluding them, with poverty so pervasive and insecurity so threatening; and anxiety prevails as Nigeria enters a second recession in five years.
What is the state of our democracy and how can we redeem it? ....

A group of prominent Nigerians on Wednesday in Lagos said the President Muhammadu Buhari-led government dismissed and disregarded the views of the National Assembly, Northern Elders Forum, the Sultan of Sokoto, Alhaji Sa ad Abubakar, and many other eminent persons on what to do about the service chiefs and the state of security in the country.
They lamented that Nigeria’s democracy was in deep crisis and the social contract between the people and those in government was shaky. ....
