Joseph Lavalle, an Upper Moreland township commissioner and architect, passed away on Jan. 25. Joe grew up in Upper Moreland and loved the township. He chose to settle in Upper Moreland Township and raise his family, said Upper Moreland Commissioners President Kevin C.
