Areas of the inland empire could see a years worth of rain in just a matter of days. There could be significant flooding and debris flows, particularly in areas that are impacted by wildfires on the mainland. Residents are preparing for hurricane hilary by lining lowlying areas with sandbags to it. Ward off flooding and the coast guard is boat owners to keep their vessels in the harbor.
