Communication is located within the 911 dispatch center in downtown dubuque. Its called edacs, a system thats been around since the mid 1980s. Dubuque has used edacs since 1997. The system works great. Its just that as soon as that date comes along, if something goes down, they are not going to be able to send it to the company, because the company is no longer going to support that. By july 1, 2018, the county 9 11 communication s board will need to upgrade to whats called the p25 system. That new system is the national standard, but comes with a hefty price tag. They way we did it back in 1997, the county supervisors paid for it. But we were able to use a Public Private partnership with racom, in order to get that cost down. The 911 communication s board is investigating similar partnerships for ways to fund the project.
