we re bringing you the news from a to z. it s nasty out there. tropical storm debby just stalled over florida s panhandle. it s smacking that sunshine state it with high winds and heavy rain. look at the pictures. boats getting smashed around and it s going to get worse before it gets any better. forecasters are saying the sl - slow-moving storm could dump another foot of rain on florida over the next couple of days and then spawn more tornadoes as well. that storm is already blamed for one death. florida s governor has declared a statewide emergency. look at you. you found how bad it is. give me a rundown of how bad it is and if you re in the clear at this point. reporter: good morning. a lot of rain overnight. this is what people are waking up to. the water is shallow enough to walk around in but deep enough for you to get a sense of what people are dealing with. everything south of the highway is under mandatory evacuation. now we are hearing washington cull la county. t
meteorologist chad myers monitoring tropical storm debby, chad, debby s proven to be pretty stubborn. not moving really at 5 miles an hour. and it s still spinning at 40 miles an hour. so don t get me wrong, it s still there, but it s not moving along, so when it begins to rain in one spot, it rains for hours. in fact one spot in tallahassee picked up 20 meninches of rain. it s still flooding right now. we re still trying to get crews into these areas to see how bad it is. east of panama city, near the panhandle of florida, but not all the way to jacksonville. this is the latest, the 11:00 advisory, east at 3 miles an hour. it doesn t even make landfall until 8:00 tomorrow morning and it s only about 60 miles away from shore. it s going to take a long time to get across the body here of florida, then back out into the ocean and then eventually turning on up into the northeast. and when it gets out here, these are spinning again, because it turns into a tropical storm again,
