There was a very active womens bureau and the department of labor. In 1966, the democrats were in charge, president kennedy had been elected. The women from labor and uaw and other unions are very active in the department of labor and the womens bureau was led by feminists and they persuaded the president to call a meeting of commissions on the status of women. There were many states, i do not know if all states have them, but the commissions on the status of women were kind of organizing that was going on in the states without a feminist movement to kind of pull everyone together.
