PAGD gets chairpersons, vice chairpersons' posts in Pulwama, Ganderbal

SRINAGAR, Feb 10: The Peoples Alliance for Gupkar Declaration (PAGD) candidates were elected chairpersons and vice-chairpersons of District Development Councils (DDCs) in Ganderbal and Pulwama districts today.
PDP candidate Syed Bari Andrabi was elected as chairperson of the DDC of Pulwama while Mukhtar Bandh (NC) has been elected as vice chairman. Bari got 9 votes and his rival and Independent candidate Javed Rahim Bhat got 4 votes.
NC candidate Bandh who was elected vice-chairperson secured 9 votes and Minha Lateef who won on the Bharatiya Janata Party (BJP) ticket from Kakapora secured four votes.
The PAGD win was certain as they had majority DDC members in the district with PDP having 7 DDC members, NC 2, BJP 1 and Independents 4. ....

Hyderabad, Feb 9 : Telangana Chief Minister K. Chandrasekhar Rao on Monday declared that local bodies would be strengthened and would be made to play an active role in rural development.
He said the Zilla Parishads and Mandal Parishads would be given funds like the Gram Panchayats and they would be assigned fixed responsibilities. He promised to allocate funds for Zilla and Mandal Parishads in the state s budget for 2021-2022.
Stating that the New Panchayat Raj Act has empowered the Gram Panchayats to utilise their funds totally without taking any permission from the mandal and district level officials, he called for its effective implementation. ....

Provision for funds to be made in Budget, says Chief Minister
Chief Minister K. Chandrasekhar Rao has assured funds and specific functions for Mandal and Zilla Parishads also like it was done for gram panchayats.
The funds for Mandal and Zilla Parishads will be allotted in the 2021-22 budget itself, Mr. Rao said at a review meeting on Panchayat Raj on Monday.
He added that the State government was committed to strengthening the local self-governments and activate their role in rural development. The provisions of new Panchayat Raj Act which envisaged that the gram panchayats could spend their funds in toto without the approval of district-level officers should be effectively used, he asked officers. ....

Ordinance on self-certification for houses


Applicable for houses below 300 square metres
The Cabinet on Wednesday formulated an Ordinance to amend the Kerala Municipality Act and the Panchayat Raj Act, to introduce a self-certification system for construction of houses below 300 square metre of area.
As per the amendment, the owner can get an empanelled engineer or architect to certify that the construction of the house below 300 square metre of area will be carried out within the stipulated rules. Once this self-certification and plan is submitted to the local body, the local body secretary has to provide an acknowledgement within five days, which can be considered as the building permit to begin the construction work. ....

Vijayawada: Andhra Pradesh Government has increased financial incentives to the Gram Panchayats where elections would be unanimously and appealed all stakeholders to strive for unanimous elections as they are being held on non party basis to preserve peace and harmony in the villages.
Addressing media here on Tuesday, Panchayat Raj & Rural Development Minister Peddireddi Ramachandra Reddy said the state government has released G.O Rt no. 34, increasing the financial incentives to Gram Panchayats where elections would be unanimous. As the GP elections are being held on non party basis it would be prudent to encourage unanimous elections  so that the political interference would be reduced, violence would be decreased and peace and harmony would exist in the villages. ....
