Council OK's major change in ambulance service staffing

TOWER The city council here, on Monday, adopted a change in the method of staffing its ambulance service to help ensure that no emergency calls go without a response. The move, which is expected to sharply increase the service’s personnel costs, comes after the service had no EMTs available to respond to an emergency call from Scenic Rivers earlier this month.
The ambulance service has relied primarily on what’s known as an “all-call” system for years, under which all members of the department are subject to call at any time, but no members are specifically designated to respond at any particular time. ....

TOWER Residents here will likely be reliant on the St. Louis County Sheriff’s Office for emergency law enforcement response for the foreseeable future, as officials in both Breitung Township and the city of Tower appear reluctant to re-establish a local police department in the wake of the resignation of former chief Dan Nylund.
Last week, Breitung supervisors said liability and expense were two key factors behind their preference to hand over local law enforcement responsibility to either St. Louis County or the city of Tower. Having Tower assume responsibility for establishing local police was Option Two on a list of five alternatives developed during last week’s mee ....

TOWER The city council here, at a special meeting on Monday, rejected on a two-two vote a move by Breitung Township to suspend on-call police coverage for the months from February through April but it’s unclear if the decision will ultimately matter.
Under the township’s police contract with the city, Breitung retains the right to manage personnel hours for the township’s officers. The town board greenlighted the staffing reduction at their own board meeting last week but did so after hearing from Tower Mayor Orlyn Kringstad that he was approving the change on behalf of the city via executive order. He acknowledged at Monday’s special meeting that he lacked the authority to make such a decision on behalf of the council. ....

Tower Council votes to keep levy unchanged

TOWER The city council, here, on Monday, gave final approval to a 2021 levy of $394,761, representing no increase over the current year’s property tax assessment. At the same time, the council approved a 2021 budget that includes $3.94 million in revenue and total expenditures of $3.575 million.
“There are lots of different ways that the city of Tower gets revenue and the property tax is only one part of it,” said Tower Clerk-Treasurer Victoria Ranua, noting that the property tax levy is set to generate only about ten percent of the city’s expected revenues in 2021. Grants, state and county aids, fees for services, and leases make up the bulk of city revenue each year. ....
