Black, 19, died Sept. 15, 2018, during an altercation with police in Greensboro, Caroline County. In January 2019, prosecutors decided not to consider criminal charges against officers involved in Black s death.Black s family accuses the officers of forcing him down and pressing his face, chest and stomach to the ground for six minutes, causing him to die by positional asphyxiation, according to the American Civil Liberties Union of Maryland.According to a log of police body camera video that prosecutors released in 2019, Black ran away from Officer Thomas Webster IV, Webster called it in and stated Black was schizophrenic and a chase began.
