UPDATED: Missouri City residents experience water, power outages due to freezing temperatures Feb. 15


The running water outages are due to frozen pipes, said Trameka Jewett, Missouri City’s emergency management coordinator. Jewett said residents without running water should notify their water provider and municipal utility district.
Mayor Robin Elackatt said there is a known issue with MUD 42, which serves the Brightwater area. The fire department and other utility providers are working to flush the frozen pipes, City Manager Odis Jones said.
“We are experiencing some water issues,” Jones said. “I think those water issues will dissipate as we have some warming.”
Furthermore, Missouri City residents are affected by ongoing rolling power blackouts. The Electric Reliability Council of Texas initiated rotating power outages across the state at 1:25 a.m. in an effort to reduce demand on the electric system. ....

Missouri City council gives itself greater control over key employees' contracts | County News

The city council for Missouri City voted unanimously Jan. 19 to give itself more control over the municipality’s contract negotiations with its city manager, city secretary and city attorney. 
The move gives the council the authority to approve or reject contracts worth more or less than $50,000 annually. 
District B Councilman Jeffrey Boney motioned for an ordinance that would amend Chapter 2 of the city’s code, specifically Article IV, a section of the document that addresses administrative services. After receiving feedback from the city’s legal team, Boney said he wanted to make sure that any contract negotiations between the mayor or whoever is authorized to negotiate the compensation of the city’s three appointed officials — the city manager, the city secretary, and the city attorney — are given final approval by the city council.  ....

Missouri City City Council moves forward with proposed May charter amendment election


Missouri City City Council gave initial approval to six charter amendments and a May election where residents will vote on each proposed amendment during its Jan. 11 special meeting.
Each of the six charter amendments was recommended by the 2020 Charter Review Commission, a committee of five Missouri City residents which meets every four years to discuss proposed changes to the city charter. The charter outlines how the city government is structured as well as its rules and procedures.
The six proposed charter amendments are as follows:
to delete the provision in the charter that states the mayor shall act as chief administrative officer until a city manager is appointed; ....

Missouri City City Council corrects misuse of approximately $500,000 over nine years


In order to correct a misuse of public, educational and government access channel funds, Missouri City City Council approved a budget amendment at its Jan. 4 meeting to transfer $500,000 from the general fund to the PEG fund account. This transfer was necessary to correct expenses incorrectly paid for out of the PEG fund, according to city officials.
An internal control review conducted by public accounting firm BDO found some PEG funds which are to be spent on capital expenditures, as dictated in federal statute were instead spent on operational expenses.
“Properly identifying allowable costs for PEG funds is a common issue of many jurisdictions,” said Allena Portis, Missouri City’s director of financial services. “The interpretation of allowable issues of these funds have varied throughout the years with the different administrations within the city.
