Mr. President , im here today to talk about an issue that impacts tens of millions of people across the country and hangs over our entire economy, and thats student debt. Right now borrowers have accumulated over 1. 2 trillion in student debt. Think about that for a minute. Thats more than people owe on their credit cards. Talk about a drag for the individual, for their family, but for the entire economy. Students in my home state of michigan are among the most heavily indebted in the country when they graduate. And, frankly, we want them to get degrees, not debt when they graduate. Nearly twothirds of students in michigan who graduated in 2012 had Student Loan Debt with each student averaging nearly 29,000. Conservation, creates millions of jobs right here at home, makes us more Energy Secure and Energy Independent and works with our friends, not our enemies. And i think we can get it done. Ive been around here long enough to know that things arent easy but i refuse to be cynical, i refuse to be, you know, woe is me, the world is coming to an end, which i hear a lot around here. I think theres a lot of positive things going on in our country today. The economy is improving. In north dakota, your state, i think you have zero unemployme unemployment. I think we come in second at about 2 unemployment in louisiana because we are busy working not fighting but working together to produce energy jobs for the country. Get together and they just work it out. And then it comes back and everyone is smiling and happy and they pass it and then the bill goes to the president. Its not exactly that way. Its a lot of give and take. Now, sometimes you do have a bill thats not as complex, thats easier and it can go smoothly. But how a bill really becomes a law, you know, it depends on whos in the room, it depends on whats happening nationwide, it depends on who the president is, its so many different things. So we were able to do this. So a year ago we passed it in the senate and tomorrow i believe were going to pass the conference report. The agreement will cost roughly the same as the senatepassed bill and well blow the last wrda bill. I have to say why. Because as we authorize projects, we deauthorized old projects and thats important. So we were able to go almost better than one or one, deauthorizing and authorizing. After april 15. We didnt do any of them. We only considered one of the 12 bills on the floor, and that one was shut down because the First Amendment the majority leader didnt like. So he pulled it off of the floor, he never brought it up again, nor did he bring up any other spending bills. Is it any wonder that in january, 2009, the total federal debt stood at 10. 6 trillion and now its over 17 trillion . We dont budget, we dont appropriate. We just deal make. Its never risen so high so fast in our countrys history. Just like keeping legislation to one topic per bill, we should look at each spending bill individually. The committee should be able to look closely at each branch, each agency. Thats how it used to work before the power shift, but we can make some changes now to encourage more spending scrutiny.
