Mar 3, 2021
Minot’s MAGIC Fund listed more than $10 million in assets at the end of 2020, although that includes some restricted funds and an outstanding loan that the city is in court to try to collect.
The Minot City Council received the report of the MAGIC Fund Screening Committee at its meeting Monday.
The $10 million in assets includes $750,000 committed to Souris Basin Planning Council for a business revolving loan fund and $24,341 remaining from $300,000 set aside for development of a communitywide branding strategy. It also included a $1 million overdue loan repayment from parking ramps developer Cypress Development.

A resilience project to build affordable housing and a family homeless shelter on South Broadway is moving forward despite the loss of its developer.
A request for planned unit development zoning will go to the Minot Planning Commission Tuesday for Broadway Circle at 1901 S. Broadway. Lutheran Social Services of North Dakota filed the application Dec. 23. LSSND announced this month that it is closing.
“They are out of business but the project is alive,” said John Zakian, Minot’s National Disaster Resilience Program manager. “There is no reason why we shouldn’t go ahead and approve it because we are still going to do the project. It’s just going to be with a different entity.” ....

Mayor Shaun Sipma said the city’s existing mask mandate is tied to the existence of the state’s emergency declaration so even though the governor has lifted a state mandate, the state of emergency and the city’s mandate continue.
“Some are looking for discussion on whether we are going to roll ours back,” Sipma said. The city council voted 5-2 in October to direct the mayor to impose a community mask mandate that carries no penalty. ....
