Even while the Minot City Council approved eviction proceedings Monday, the city initiated talks with a homeowner that are designed to avoid an eviction.
Deborah Luetzen spoke to the council Monday to address her concerns over a buyout of her house for the flood protection project. The court awarded the property to the city for $167,000 in an eminent domain case last fall, but Luetzen continues to live in the home.
Luetzen, who said she was unaware of the court hearing, objected to the price because she believes it will not cover the cost of replacing her home with a comparable property. ....

Moving the proposed location of a homeless shelter and low-income housing away from Minot’s busiest thoroughfare might not be easy, but some Minot City Council members believe it may be worth a look.
Council member Paul Pitner raised the issue of location during discussion on an agreement with Lighthouse Management Group to transfer the South Broadway property to the city. Using National Disaster Resilience dollars, the City of Minot is investing $2.74 million in the family shelter and just over $3 million in the affordable housing portion of Broadway Circle, which also includes space for a food pantry and other services. ....

A resilience project to build affordable housing and a family homeless shelter on South Broadway is moving forward despite the loss of its developer.
A request for planned unit development zoning will go to the Minot Planning Commission Tuesday for Broadway Circle at 1901 S. Broadway. Lutheran Social Services of North Dakota filed the application Dec. 23. LSSND announced this month that it is closing.
“They are out of business but the project is alive,” said John Zakian, Minot’s National Disaster Resilience Program manager. “There is no reason why we shouldn’t go ahead and approve it because we are still going to do the project. It’s just going to be with a different entity.” ....
