Senator Sonny Angara Earlier this week, the Anti-Red Tape Authority (ARTA), the Department of Trade and Industry (DTI), the Department of Information and Communications Technology (DICT), and the Department of Interior and Local Government (DILG) signed a joint memorandum circular (JMC) enjoining all local government units (LGUs) to automate their Business Processing and Licensing Systems (BPLS) and setup an electronic Business One-Stop Shop (eBoss) by June 17 this year. With an eBoss in place in every LGU, business permit applications may be submitted online, the requisite fees may be paid through digital means, and electronic versions of permits, licenses, and clearances will be issued.

Sonny Angara has filed Senate Bill 1943 or the Local Information and Communications Technology Officer (ICTO) Act, which seeks to create a new position of ICTO in all provinces, cities, and municipalities across the country. The proposed law seeks to amend Sections 443 (a), 454 (a), and 463 (a) of Republic Act 7160 or the Local Government Code of 1991, which deal with the officials of the municipal, city and provincial governments. ICTOs will manage the following: Formulate and execute digitization plans for processes and public documents in their respective LGUs;
