Earlier this week, the Anti-Red Tape Authority (ARTA), the Department of Trade and Industry (DTI), the Department of Information and Communications Technology (DICT), and the Department of Interior and Local Government (DILG) signed a joint memorandum circular (JMC) enjoining all local government units (LGUs) to automate their Business Processing and Licensing Systems (BPLS) and setup an electronic Business One-Stop Shop (eBoss) by June 17 this year.
With an eBoss in place in every LGU, business permit applications may be submitted online, the requisite fees may be paid through digital means, and electronic versions of permits, licenses, and clearances will be issued.

Cebu City 2nd District Rep. Rodrigo Abellanosa has filed a bill seeking the mandatory appointment of information and communications technology officers for the provincial, city and municipal governments to strengthen the digital transformation capacity of local government units (LGUs) in the country.

Under House Bill No. 8420 or the proposed “Local Information and Communications Technology Officer Act”, the lawmaker cited the need to create such local government position that will be responsible and accountable for the implementation of digital transformation in the LGUs.
“As we were forced to implement drastic measures to improve our digital infrastructure, we must also make sure that we have sufficient people who are equipped to manage such infrastructure, as well as the ability to design and employ the necessary processes for a full digital transformation,” Abellanosa said in his bill’s explanatory note

To facilitate the transition of local government units (LGUs) to digital services, Sen. Sonny Angara has filed Senate Bill 1943 or the Local Information and Communications Technology Officer (ICTO) Act, which seeks to create a new position of ICTO in all provinces, cities, and municipalities across the country.
The proposed law seeks to amend Sections 443 (a), 454 (a), and 463 (a) of Republic Act 7160 or the Local Government Code of 1991, which deal with the officials of the municipal, city and provincial governments.
ICTOs will manage the following:
Formulate and execute digitization plans for processes and public documents in their respective LGUs;
