KCRA 3 Investigates spoke to two former employees of the California Governor's Office of Emergency Services who are now suing the state agency and Deputy Director Ryan Buras. While Buras is set to resign at the end of the month, both Kendra Bowyer and Steve Larson said they still have concerns with leadership at Cal OES.
