In the meantime, they re providing bottled water for inmates, and barrels and buckets of water on each floor so they can manually flush the toilets. They re just one of multiple buildings downtown and across the city experiencing these issues. At last check with the city, there have been 31 main breaks in the last three days due to the cold temperatures and hundreds of service calls for frozen pipes.
